Mystic Alerts Act Signed

The Mystic Alerts Act

Enhancing Wireless Emergency Alerting

On October 22, 2026, President Trump signed H.R. 7022, the “Mystic Alerts Act” which requires the Federal Communications Commission to establish any requirements necessary to allow commercial mobile service providers to transmit emergency alerts by satellite.

This act, introduced by U.S. Representative August Pfluger and co-sponsored by Senator John Cornyn, was in response to the devasting floods on the Guadalupe River in and near Camp Mystic on July 4th and 5th, 2025. It is bipartisan legislation aimed at enhancing emergency alert systems by allowing wireless emergency alerts to be delivered via satellite when traditional communications networks fail during disasters, as they did in Kerr County in 2025. It specifically addresses the need for reliable communication during disasters when traditional, land-based networks may fail.

The Act enhances emergency alerts by allowing Wireless Emergency Alerts (WEAs) to be sent via satellite communications.

It aims to address communication gaps by ensuring that alerts reach individuals even when cellular infrastructure is compromised, particularly in rural areas where the cellular infrastructure may have gaps in coverage. In the tragic Texas July 4th, 2025, floods, which resulted in significant loss of life, many individuals did not receive critical alerts due to damaged cellular networks.

Key features of the Mystic Alerts Act include:

  • Integration of Satellite Technology: The Act facilitates partnerships between cellular companies and satellite service providers to deliver emergency alerts.
  • Regulatory framework: It directs the Federal Communications Commission (FCC) to establish rules for integrating satellite communications into the existing alert system.
  • Focus on Rural Areas: The Act emphasizes improving alert delivery in remote regions where traditional communications may be less reliable.

As a reminder for residents in Llano County Emergency Services District #5, for increased preparedness they can:

  • Sign up for free emergency alerts at Warn Central Texas - https://warncentraltexas.org/
  • Ensure the Wireless Emergency Alert (WEA’s) function is activated on their phones, especially for local emergencies requiring evacuation or immediate action, such as extreme weather or flood warnings. See https://www.weather.gov/wrn/wea
  • Consider purchase of a NOAA Weather All Hazards Radio. The NOAA Weather Radio broadcasts official Weather Service Warnings, Watches, Forecasts, and other hazard information 24 hours a day, 7 days a week. Available as home units that run off household current or batteries, to portable units you can put in your backpack or on your boat. Many marine radios for boats have the NOAA weather service frequencies pre-programmed into the radio. For more details go to: https://www.weather.gov/nwr
