           STATE-WIDE TEST OF EMERGENCY WARNING SYSTEMS ON APRIL 2, 2026 BETWEEN 10:00a and 12:30p

          &#xD;
    &lt;/span&gt;&#xD;

           The Texas Division of Emergency Management (TDEM) is conducting a state-wide test emergency warning systems on April 2, 2026, between 10:00a and 12:30p CST. 
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
            
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The tools the test will utilize to alert the public are:
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
            
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;ul&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Landline based emergency notification systems,
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Wireless emergency alerting (WEA) and
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Integrated Public Warning systems (IPAWS).
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Other local emergency alerting methods where available.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;

    &lt;span&gt;&#xD;
      
            
          &#xD;
    &lt;/span&gt;&#xD;

           Purpose of the Drill:
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
            
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           This exercise helps –
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
            
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;ul&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            confirm system functionality,
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            build confidence in activating and operating the technology,
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            prepares the community to receive emergency messages,
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            prompts community members to consider making a plan for disasters, and
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            identify areas for improvement before an actual emergency occurs.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;

    &lt;span&gt;&#xD;
      
            
          &#xD;
    &lt;/span&gt;&#xD;

           The Texas Division of Emergency Management (TDEM) is conducting the drill in accordance with Chapter 418.043 of the Texas Government Code, which prescribes that TDEM shall adopt standards and requirements for local and interjurisdictional emergency management plans, along with additional provisions that address the agency’s authority to assign training,
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
            
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Designated alerting authorities within your city and county along with local emergency management programs, are expected to participate in this effort. Additionally, school districts, primary and secondary education programs, colleges and universities, councils of government, river authorities, sovereign tribal nations, law enforcement agencies, Emergency Services Districts, and any other entities with emergency alerting capability shall also participate.

           Today marks a significant milestone in our journey as a Fire Department. In November 2022 the voters accepted the petition to establish an Emergency Service District. The Sunrise Beach VFD had presented several town hall meetings citing its vision of the future. It was our belief that the future of a pure volunteer department was going to be in jeopardy if we didn't act.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
            
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Now, in February 2026, Dan Gower, President of the SBVFD Board of Directors and Karl Wolfe, President, Llano Co. ESD #5 Commissioners, are at the title company completing the transfer of property from the VFD to the ESD.
          &#xD;
    &lt;/span&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;

           The Department is now a hybrid department with paid Firefighter / EMTs as well as volunteer Firefighters and Medical First Responders.  All vehicles and the station are now owned by the ESD (and the taxpayers of Llano Co. ESD#5). We operate as a very cohesive and focused team.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
            
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Since inception the ESD has provided Rescue 51 – a completely refurbished Rescue Pumper and will soon complete a full renovation of Station 51 to include 4 dormitory rooms, a new kitchen break room and meeting space, as well as office space and climate-controlled storage.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
            
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The taxpayers can be assured of rapid response and a huge value for their tax dollars.

           Sunrise Beach Fire Department (SBFD) responded to a severe traffic accident on FM 2900 near Creed Road (a private road) at approximately 11:45 am on Sunday, February 1
          &#xD;
    &lt;/span&gt;&#xD;
    &lt;sup&gt;&#xD;

          &#xD;
    &lt;/sup&gt;&#xD;
    &lt;span&gt;&#xD;
      
           . A pickup truck, southbound on FM 2900, was struck by a passenger car traveling northbound. 
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           SBFD personnel, utilizing rescue tools from Rescue 51, were able to stabilize the damaged vehicles and rescue the occupants of the pickup truck. Together with Hamilton EMS they provided emergency medical care to the driver and passenger from the pickup truck, who were both airlifted by medical helicopters from the scene to an area hospital for medical treatment. 
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The passenger car was severely damaged in the collision and its two occupants (a man and a woman) were pronounced deceased at the scene by a Llano County Justice of the Peace. Texas Department of Public Safety and Llano County Sheriff’s Department are investigating the two-fatality accident for causation.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           FM 2900 has seen multiple serious collisions in recent years. Drivers are reminded to exercise caution, maintain safe speeds, and avoid distractions on this roadway.

    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;

           The Texas A&amp;amp;M Forest Service reports wildfire activity from October through mid-January running 136% above normal, with 434 fires burning 11,425 acres, fueled by persistent drought, heavy 2025 grass growth, and a forecasted La Niña bringing warmer, drier conditions through March. Starting Friday (1/23), the severe winter storm will produce well below normal temperatures and widespread precipitation chances for the entire state. The increased precipitation chances, influx of surface moisture, and the absence of fire weather will support limited initial attack fire potential. Any fires that occur should expect low resistance to control.

           January 4, 2026 - The construction at Station One presents safety hazards to anyone entering the building. Caution should be used if you go into the building as it is a construction zone. Individuals, other than the construction workers, should stay off the 2nd floor due to lack of safety railing on the stairs and areas around the second level.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
            
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The new General Contractor and his subcontractors have made substantial progress. The roof has been installed, the second-floor support structure has been reinforced based on recommendations of our structural engineer, and wood framing is being put in place. Windows and doors are also being installed. We envision plumbing and electrical wiring to start soon.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
            
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;

    &lt;span&gt;&#xD;
      
           We will send out a new update when proper railings are in place to let everyone know it is safe and permissible to go up the stairs.

The grant is a 95% / 5% grant match, with the ESD paying the 5% match from funds already designated in the FY26 budget for communications. The grant will be used to purchase multi-band mobile radios for our brush trucks. This will allow these unit to communicate with Fire Departments from adjacent counties during regional mutual aid responses, such as the Crabapple Fire in Willow City, Gillespie County or the July 4

            Board of Commissioners, Sunrise Beach Village resident Andy Spencer has resigned to return to the private sector. A founding member of the Emergency Services District, Andy has served the last three years as Board Secretary. During his tenure on the Board, Andy helped oversee the transition of the ESD from a Volunteer Fire Department to a Texas Commission on Fire Protection recognized hybrid department. The hybrid department, the Sunrise Beach Fire Department, is staffed by both volunteer firefighters / medical first responders, and career Firefighter / EMT’s, ensuring 24/7 coverage in the District. He served on the Strategic Planning subcommittee, helping the department get equipment grants, new apparatus, and plan for the future. We sincerely hope he will stay in touch and come see us at the newly renovated Fire Station

           , 2025, the CareFlite Air Ambulance, assisted by paramedics from Hamilton EMS and Firefighter / EMT’s with the Sunrise Beach Fire Department, transported a seriously ill patient to a specialty hospital for advanced medical care from the new Sandy Creek Park Helipad. The helipad, built with a grant from LCRA and funds from the Sunrise Beach Volunteer Fire Department, Llano County ESD 
          &#xD;
    &lt;/span&gt;&#xD;

           The Texas Forest Service, through the Rural Volunteer Fire Department Assistance Program, has awarded the Sunrise Beach Fire Department/Llano County ESD 5 a 95% matching funds grant in the amount of $265,000 for the purchase of a new Large Brush Truck. The 2025 State Legislature authorized a total of $192 million in additional funding to address previously unfunded requests, including a long-standing request from the Department. 
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The new brush truck will enhance the Department’s capacity to respond to grass, brush and wildland-urban interface fires more effectively. The new truck will be built to Texas Forest Service standards, with delivery expected to take 12 to 18 months.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Four other departments in Llano County also received grants, as did three departments in Burnet County and one department in Blanco County.
          &#xD;

           Bud Goodwin, Lieutenant, Sunrise Beach VFD, Retired, passed away while attending his brother’s funeral in Colorado this past week. Lieutenant Goodwin joined the VFD on October 1, 2001, and retired in 2022 due to health issues.  Bud was active in many community organizations and an involved citizen when it came to the Sunrise Beach City  Council, etc. He is survived by his widow, Donna. Please keep her in your prayers.

           Sunrise Beach Fire Department – Llano County ESD #5 accepted delivery of a reconditioned Pierce Rescue Pumper from Brindlee Mountain Fire Apparatus on September 5, 2025. The 2011 Pierce Pumper, Rescue 51, has been completely reconditioned and has a warranty from Brindlee Mountain. It has passed all NFPA annual testing requirements for a fire department pumper. During the purchase process it was inspected several times at the Brindlee Mountain facility by Chief Cates, Battalion Chief Jim Miller, and ESD Board member Michael Thomas.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The next several weeks will be spent installing the two-way radio and crew communication gear, loading fire hoses, nozzles, self-contained breathing apparatus, rescue tools, medical first responder equipment and other specialized equipment. Once equipped, it will become the first-in response truck for the Department. Rescue 51will also give the Department mutual aid capability that we currently lack and will help with our ISO rating.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           A formal “Push in” ceremony is planned for early October.

           As dove season begins in Texas, it’s important for hunters to remain alert and take proactive steps to prevent wildfires.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Pockets of dry vegetation remain in areas where recent rainfall has been limited, including the Rolling Plains, Eastern Hill Country, South Texas and Lower Gulf Coast.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           In late August and early September, these areas could support small wildfires, however fire weather conditions are not expected, reducing the risk of large, hard-to-control wildfires.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Texas A&amp;amp;M Forest Service continues to monitor conditions closely and encourages residents and visitors to remain cautious with outdoor activities that could spark fires.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           “Even a small spark can quickly ignite a wildfire under the right conditions,” said Jared Karns, Texas A&amp;amp;M Forest Service Fire Chief. “Texans are encouraged to stay alert and be aware of hazards that can cause a wildfire while hunting this season.”
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Human activity is responsible for 90% of wildfires in Texas, with debris burning and equipment use being the two leading causes. Equipment and vehicle use has accounted for over 4,500 wildfire ignitions in Texas since 2020.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           To prevent a wildfire while hunting or camping:
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;ul&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Avoid driving over and parking on tall, dry grass – the heat from your vehicle can easily ignite the grass.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        &lt;span&gt;&#xD;
          
             Always check with local officials for burn bans or other outdoor burning restrictions. Each county in Texas sets and lifts its own burn bans. View the latest burn ban map here:

             Never leave a cooking fire or campfire unattended and always make sure it is completely out by drowning it, stirring it and feeling to ensure that it is out cold before you leave.

    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            When taking a trailer out on your adventures, make sure that tires are properly inflated, chains will not contact the road and that any loose metal will not continually hit anything else, all which can cause sparks.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Always be ready to put out a fire should one start. Have a shovel and water with you in camp and have a fire extinguisher with you at all times.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
  &lt;/ul&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;

           Recently a flyer titled “You Can Help” from the Horseshoe Bay branch of the Arrowhead Bank of Texas contained an article indicating that Llano County ESD #5 offers a Community Emergency Response Team (CERT) program. This information is incorrect. While we are looking for Volunteer Firefighters and Emergency Medical First Responders, we have no present plans to implement a CERT program.

           HEN’s wildland combination smooth bore nozzles produces both BLADE and Tight fire stream patterns that are important to comprehend as a disruptive wildland application methodology that will lead to better performance on the fireground in the mission of preserving life and property, during this increasing time of wildfire activity in near built environments and in general.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The BLADE pattern and, when needed, the Tight pattern offer a notable opportunity for outperforming commonly fielded handline nozzles in wildland fire suppression. Accurate water placement is the key to fire suppression performance in an unbound open air fuel package. It must be optimized to enhance delivery of the most water to the actual fuels, both burning and preheated exposure fuels, AKA as the “Green” and “Black” in wildland suppression parlance. You cannot make plain water more magical in British thermal unit-absorbing potential per gallon of water delivered to surfaces. However, you can make it much more effective and efficient. Here is a closer examination of the big three benchmark characteristics of fire stream development—volume, placement, and velocity—with a focus on handline-controllable wildland fire suppression.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;ol&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Volume: must meet critical flow for fuel package and expected fire behavior while delivering water to surfaces well.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Placement: ideal droplet size is large = mass benefits/pattern for coverage/concentration, BLADE vs. Tight, in fuels.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
    &lt;li&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Velocity: reach and penetration/outside streams should capitalize on stream speed at a premium to combat wind.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/li&gt;&#xD;
  &lt;/ol&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           HEN developed the following wildland nozzle flow rates, based on a literature review and discussion with wildland fire service experts worldwide: 20 and 45 gpm @ 100-psi nozzle pressure (NP), both in a single fixed orifice. Their goal field operational functional range is 75 to 100 psi NP but work well down to 50 psi NP and into the 125-psi range. It is common knowledge in wildland pumping operations that NP will vary greatly based on many factors such as kinks, added lengths (progressive lays), head pressures, lateral lines, etc. This nozzle design and initial target flows offered (20 and 45 gpm) vs. hose size (1 inch and 1.5 inch) are deliberate fixed orifice size ratios that are calculated to lead to excellent fire stream development performance under these operational realities.
          &#xD;

           The BLADE nozzle design has no waterway obstructions and is always self-flushing. It will not easily clog, which can be a frequent problem with the fog nozzles, during use of raw water sources sometimes used in wildfire suppression efforts (Figure 1). A fog nozzle’s stem and barrel with tight spacing between them de facto creates high shear forces and rapid acceleration of suppression water in a small distance. This creates droplets that are very fine in nature and then shaped into a straight stream or cone pattern. These fine droplets are negatively impacted by wind, transit evaporation, and lower mass on impact, leading to less fuel cooling. On the other hand, HEN’s unique nozzle design created by an unobstructed waterway produces a stream of large droplets of water in BLADE or Tight mode, much less negatively impacted by wind and evaporation, at an actual discharge pressure of 100 psi, which produces a true strong 80-mph fire stream.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Therefore, the produced fire stream, in BLADE or Tight mode while in transit to the fuels, black, burning, or green, will place more water mass on target, creating a more efficient suppression regime vs. commonly fielded wildland fog nozzle designs based on the physics of thermodynamics and stream metrics. This means that suppression is more rapid and complete. The BLADE stream’s coverage pattern picks up more of the fuel bed in a perpendicular line, wetting into the green, the burning fuel, and the hot black on the advance. This results in more efficient and consistent wet lines, which, in turn, lead to quicker containment of fires based on consistently and confidently moving forward at a faster pace. Since the fuel load is unbounded, and growth is based on time, this means a faster initial attack has a greater chance of being successful and reducing acreage burned.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Something that is valuable to additionally note is HEN HYDRO 100 Shut Off has half-ball, low-turbulence gate design instead of a full ball valve (Figure 1). This allows for gating of suppression water with less impact on the quality of the fire stream produced. Visual cues related to fire behavior are often used in wildland suppression. HEN’s suppression system design means pumping friction loss for a single flow—for example, 45 gpm at 5 psi per 100 feet of friction loss plus the 100 psi NP in 1.5-inch hose. Then, by gating the shut off, a lower flow rate and stream velocity is realized for up close suppression, allowing for better water placement for conditions with less wasted water via splattering, decreasing the risk of moving hot embers from black to green as well. In addition, the hose back pressure is increased, minimizing hose kinking issues seen in lengthy progressive wildland hoselays, while concurrently stiffing the hose. Anytime the full flow is required, just fully reopen the shut off.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           CAL FIRE’s Siskiyou Unit first just fielded the BLADE 45-gpm tips, but after their first full season of use, the Unit procured the low-turbulence shut offs to gain full access to this groundbreaking suppression system, which is actually two parts: a low-turbulence shut off and BLADE tip. This allows fire streams to become much more consistently developed via simplification of required actions and allows the nozzle firefighter to change the volume and velocity of the fire stream on the fly back and forth without changes in pump discharge pressure.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Many wildland fog nozzles address flow variation by changes in orifice size. Two common examples are the 10/20 gpm (1 inch) and the 20/60 gpm (1.5 inch) wildland twisty fog nozzles, both 100 psi NP. These designs lead to large problems and inadequacies. If you pump the friction loss for the lower flow and the nozzle firefighter adjusts to the large flow setting, only a slight increase in volume results (not good) but a large crash in NP/stream velocity (less reach) results until pump discharge pressure is increased.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           In the opposite scenario, pumping the friction loss for the large flow and then moving to the lower flow setting initiates only a moderate reduction in flow, and overpressurization of the NP and increased stream velocity result. This leads to even finer wind-impacted droplets leaving the nozzle and more extreme overpenetration of soil during up close work.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           These simple facts show that changing the orifice size leads to counterproductive fire stream characteristics that negatively impact suppression potential. Often the nozzle position in the wildland suppression world is filled by seasonal employees, and they can become confused about when the right time is for which gpm setting. The nozzle position also cannot move seamlessly from one setting to the other and create the correct nozzle pressure and volumes without changes in pump discharge pressures.
          &#xD;

           The 45-gpm BLADE produces an ideal solid continuous wet suppression line with a three-foot concentrated suppression edge application of roughly 5.3 oz. per second per square foot about eight feet in front of the nozzle. At any time, a simple twist of the nozzle will produce a tight jet of water, with great reach and penetration when needed.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
            
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           In contrast, HEN’s wildland system from shut off to nozzle produces a variable volume, velocity, and stream range in both BLADE and Tight patterns. This is the future of fire attack in handline operations in the wildland fire environment by enhancing placement of water where it achieves maximum efficiency. The BLADE nozzles produce large droplets in a triangular shape with a concentrated edge or a tight solid stream with 120-fps exit velocity, combating wind and evaporation and providing long reach while producing superior wet suppression lines that thoroughly coat fuels (green, black, and burning) that are extremely resistant to slopover, chucking, or burn through (Figure 2).
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The combination smooth bore nozzle advantages discussed above in fire suppression via water have been achieved by manipulation of fluidics by intelligent equipment design and careful attention to their impacts on fire stream characteristics with strict focus on excellent results.

           LLANO COUNTY — The Sunrise Beach Fire Department (SBFD) and Llano County Emergency Services District No. 5 (ESD 5), operational since January 2023, updated the Llano County Commissioners Court on May 27, 2025, highlighting significant progress in services across their 50-square-mile District.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
            
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           SBFD/ESD 5 President Karl Wolfe and Fire Chief Patrick Cates detailed advancements in the district, which spans Sunrise Beach Village, communities along the Llano River in Kingsland, and ranches along RR 2900, RR 2233, and State Highway 71. Prior to ESD 5’s formation, the Sunrise Beach Volunteer Fire Department (SBVFD) served as the provider of fire and first-responder services. Wolfe underscored the continued partnership with SBVFD, stating, “The relationship between the VFD and ESD is vital, and our collaboration and recent progress has helped to improve services for all district residents.” 
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
            
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Formed to ensure sustainable fire and first-responder services, ESD 5 has provided stable funding to support the Department’s growth. Chief Cates, hired in June 2024, has worked closely with SBVFD leadership, including Deputy Chief Dan Gower and President Don Black, to merge the volunteer-based SBVFD into the new SBFD/ESD 5 structure, emphasizing personnel, facilities, and operations. A key achievement was gaining compliance with the Texas Commission on Fire Protection, allowing SBFD to become a regulated Department and carefully integrate career firefighters with volunteers.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
            
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Over the past year, SBFD/ESD 5 responded to more than 210 calls with an average response time of under four minutes—a 50% increase in call volume over two years. “This is a tremendous accomplishment for our new combination career/volunteer department,” Cates said.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
            
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Renovations are progressing at the main fire station at 200 Sunrise Drive, including the addition of dormitory facilities for up to four career firefighters to support 24/7 coverage. ESD 5 also recently acquired a refurbished rescue pumper, set for delivery by early summer, to bolster “all-hazards” response capabilities.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
            
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Operationally, SBFD has enhanced coordination with regional partners, with 90% of calls within the district and 10% supporting mutual aid. “Partnering with nearby departments is a must in rural Texas Hill Country,” Cates noted. These achievements signal robust long-term planning for ESD 5 and SBFD.

           The Crabapple fire in Gillespie County has scorched an estimated 8,640 acres and is now 40% contained—a significant improvement from 0% containment late Saturday. Firefighters have completed a containment line from Highway 16 to FM 1631, with efforts ongoing to establish additional lines from Highway 16 to Lower Crabapple Road on the fire’s left flank and southern side. Engine crews remain focused on structure protection as breezy conditions and dropping humidity pose ongoing challenges. 
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
            
          &#xD;
    &lt;/span&gt;&#xD;

           Sunrise Beach FD/ESD5 has a brush truck currently attached to a Llano County Task Force assisting with burn out operations on Ranch Road 1631. We have additional crews staffing district stations today in case of additional fire start occur.

            Commissioner Andy Spencer became a Certified Emergency Services Commissioner by Texas State Association of Fire and Emergency Districts (SAFE-D) at their annual conference. “It goes above and beyond the statutory training requirements that a typical ESD commissioner has to meet,” said SAFE-D Executive Director Clay Avery. “It shows that an ESD commissioner has made extra effort to acquire the knowledge necessary to serve his or her community.” Kudos to Andy for the extra effort he has made for this award!

           Sunrise Beach Fire Department Assists in Containing White Creek Fire in Blanco County

           Sunrise Beach, TX - On December 17, the Sunrise Beach Fire Department was called upon to assist the Round Mountain Fire Department in Blanco County with a rapidly expanding brush fire in the 7000 block of Ranch Road 3347. The fire, which initially covered 20 acres, quickly escalated to over 100 acres, necessitating further resources from neighboring Burnet, Gillespie, and Llano counties. Additional support included aerial assistance from STARFlight and heavy ground equipment provided by the Texas Forest Service.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
            
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Sunrise Beach Fire Department contributed significantly by deploying 2 brush trucks, 1 water tender, 1 rehab support unit, and 1 command element to the scene. The collective effort led to the successful containment of the White Creek Fire, which was fully controlled at 161 acres. No structures were lost in this incident, highlighting the effectiveness of inter-agency cooperation and swift response.

           Sunrise Beach Fire Department Responds to Propane Tank Rollover Incident in Burnet County
          &#xD;
    &lt;/strong&gt;&#xD;

  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Sunrise Beach, TX - On December 17, the Sunrise Beach Fire Department was called to assist with a propane tank truck rollover incident in the 2600 block of FM 2343 in Burnet County. The truck had ignited, prompting immediate safety measures including the establishment of a 1-mile exclusion zone around the site.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
            
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Granite Shoals Fire Rescue assumed command of the operation, supported by Marble Falls and Burnet County EMS, local law enforcement, and a hazmat team from Leander and Georgetown in Williamson County. The Sunrise Beach Fire Department contributed by sending 1 pumper/water tender, 1 water tender, 1 rehab support unit, and 1 command element. Additional assistance came from local fire departments including Marble Falls, Horseshoe Bay, Spicewood, Cassie VFD, and Burnet County, all working together to manage the incident.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
            
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The strategy adopted was to cool the tank with water and allow the fire to burn itself out, safely expending the propane within the compromised tank. The incident was declared under control at approximately 7:30 pm.

The new personnel are credentialed by the Texas Commission on Fire Protection as career firefighters / EMT’s.  Several are presently credentialed by Hamilton EMS to provide EMT level first responder skills on emergency medical responses, and all are working on EMT level credentialing. The volunteers with the Sunrise Beach VFD will continue to respond both during the day and will provide primary coverage from 7:00 P.M to 7:00 A.M.

           . In September, the new organization was inspected by the Texas Commission on Fire Protection for compliance with statewide standards for Combination Paid / Volunteer Fire Departments. Inspections were made to the department’s equipment, including the self-contained breathing apparatus, fire hose, equipment requiring annual safety inspections, and other required equipment. Chief Patrick Cates, LCESD#5 and Don Black, SBVFD, worked tirelessly to bring the organization into compliance with TCFP regulations prior to the inspection. The department now meets statewide standards for fire departments with both paid career personnel and volunteers.

           Through the extensive efforts of Chief Patrick Cates and Deputy Chief Dan Gower, the Sunrise Beach Fire Department / Llano County ESD #5 have passed the required inspections of the Texas Commission on Fire Protection (TCFP) and are now recognized as regulated hybrid (part paid / part volunteer) department. The run up to the inspection was involved, including testing and certification of equipment - bunker gear, helmets, gloves, self-contained breathing apparatus (SCBA), and other essential tools. Also inspected were department training records and a review of required policies and procedures.

    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;

           Having been recognized as a regulated Fire Department under the rules and regulations of the Texas Commission on Fire Protection, Sunrise Beach Fire Department / Llano County ESD # 5 can now begin hiring career Firefighter / EMT’s. Presently we are looking for part time personnel to cover day shift operations, 12 hours daily – 0700 to 1900 hours.

           Chief Patrick Cates reported that eight personnel in the Sunrise Beach Fire Department / Llano County ESD 5 have completed SFFFMA certification to become Wildland Firefighters. The 40+ hour certification process involves four courses, NWCG S-130 Firefighter training, NWCG S-180 Human Factors on the Fireline, NWCG S-190 Introduction to Wildland Fire Behavior, FEMA IS-100, Introduction to the Incident Command System, and Field Exercise to demonstrate applying the knowledge and skills associated with wildland fire suppression ensuring the ability to safely respond to wildland fire incidents.

    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;

  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The eight individuals are Don Black, Bobby Campbell, Patrick Cates, Bill Daly, Brooks Frederick, Dan Gower, Wayne Rimkus, and Charlie Trammell.

Representatives from Llano County ESD #5, Hamilton EMS Transport Agency for Llano County, CareFlite Air Ambulance, and AirEvac Lifeteam Emergent Air Services.

This was made possible through the efforts of the Texas Forest Service and the Sunrise Beach Volunteer Fire Department. This designation makes it possible for some homeowners to receive a discount on their homeowner’s insurance.            Four of the five Llano County Emergency Services District Five Commissioners attended the Texas State Association of Fire and Emergency Districts (SAFE-D) annual educational conference on February 22nd through 24th at the Irving Texas Convention Center.  ESD Commissioners, as public officials, are required by State law to complete regular training in specific areas of Emergency Service District operations.  The SAFE-D  conference provides a venue to obtain this needed training.  The conference also provides training in best practices in the operation and management of rural and urban emergency services district.  Attending the conference were Jean Glass, Andy Spencer, Mike von Wupperfeld, and Karl Wolfe.

           The Emergency Services District (ESD) is created for the provision of emergency services in response to any emergency in accordance with the authority granted to ESD’s under Chapter 775 of the Texas Health and Safety Code. 
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           The structure of the ESD is primarily a funding, policy making, and quality assurance body, not a response organization. It arranges for and oversees the delivery of emergency services as stated in its formation petition, utilizing the funds collected through taxation. Although the ESD is empowered to provide emergency services directly, it often will contract with outside entities such as fire departments to provide Fire Services to the District.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Fire Services include fire protection and suppression of structural and wildland fires, First Responder Organization (FRO) responses to medical emergency situations to provide on-scene care of the ill and injured but not transport of patients, provides emergency rescue and fire prevention; it also provides hazardous materials response and control to the agencies current level of hazardous materials training, other emergency assistance to the public within the District based on current training and service levels, and other incident responses as dispatched by appropriate authorities having jurisdiction.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Contracting
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            The Llano County ESD No. 5 Board is in discussions with the Sunrise Beach VFD, and other agencies which might be used where appropriate and effective. These will be formal, contractual relationships, negotiated and executed between both parties. 
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
    &lt;a href="https://www.tcfp.texas.gov/" target="_blank"&gt;&#xD;
      
           Compensation could take many forms, including budgetary (Salaries for Firefighter / EMT’s for example) and as-needed requests, per-call payments, area or percent of territory covered, etc. The contract will include protocols in case of an accident or resulting lawsuit, and procedures on how the organizations will handle liability issues.
          &#xD;
    &lt;/a&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;a href="https://www.tcfp.texas.gov/" target="_blank"&gt;&#xD;
      
           Paid firefighters, either full time or part-time, must be licensed by the
          &#xD;
    &lt;/a&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
    &lt;a href="https://www.tcfp.texas.gov/" target="_blank"&gt;&#xD;
      
           Texas Commission on Fire Protection
          &#xD;
    &lt;/a&gt;&#xD;
    &lt;span&gt;&#xD;
      
           , and Fire Departments, including Combination / Hybrid Departments that utilize both full time and / or  part-time paid personnel and volunteers must comply with Texas Commission on Fire Protection regulations. Fully volunteer fire departments do not fall under firefighting licensing requirements of the Texas Commission on Fire Protection. Certification standards for volunteer firefighters are usually established in the contract between the ESD and the Volunteer Fire Department. A commonly recognized standard for VFD personnel in Texas is the State Fire Fighters and Fire Marshals Association of Texas (SFFFMATX) standards or the Texas Forest Service (TFS) standard for Wildland Firefighters.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Recognizing that the majority of call volume is providing on-scene care for the ill and injured; Fire Department First Responder Organizations (FROs) routinely respond to medical emergency situations in the District. They utilize personnel who are emergency medical services (EMS) certified by the
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
    &lt;a href="https://www.dshs.texas.gov/" target="_blank"&gt;&#xD;
      
           Texas Department of State Health Services
          &#xD;
    &lt;/a&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            (DSHS). These certified personnel must then be credentialed by their Medical Director to operate under his / her delegated practice authority to
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
    &lt;span&gt;&#xD;
      
           provide on-scene patient care
          &#xD;
    &lt;/span&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            to the ill and injured and
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
    &lt;span&gt;&#xD;
      
           do not transport patients
          &#xD;
    &lt;/span&gt;&#xD;
    &lt;span&gt;&#xD;
      
           . FROs must be affiliated with a licensed emergency medical services transport provider. In Llano County this is Hamilton EMS, which provides all EMS patient transport. FROs and their emergency medical services personnel are licensed and governed by Texas Administrative Code Title 25 Health Services, Part 1, Department of State Health Services, Chapter 157. Emergency Medical Care.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           A representative from the contracted agencies will be expected to provide progress reports at the monthly ESD Board meetings,
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Other ESD Functions
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           As required, the ESD can establish a fire code within the District, if it doesn’t directly conflict with any existing Llano County code. Adoption is often in coordination with cities or unincorporated communities within the ESD. As part of this code, the ESD may require building inspections, promote educational programs, and levy penalties and fines for non-compliance.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            The ESD may appoint and employ a Fire Marshal to cover the entire district, since none currently exists.  The Fire Marshal may inspect buildings, investigate fires, and enforce ESD orders and rules. He / She can also regulate fireworks, within the guidelines established by the
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
    &lt;a href="https://www.tdi.texas.gov/index.html" target="_blank"&gt;&#xD;
      
           Commissioner of Insurance
          &#xD;
    &lt;/a&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            and the
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
    &lt;a href="https://www.tdi.texas.gov/fire/index.html" target="_blank"&gt;&#xD;
      
           State Fire Marshal
          &#xD;
    &lt;/a&gt;&#xD;
    &lt;span&gt;&#xD;
      
           . Currently, the City of Sunrise Beach Village has a highly experienced Fire Marshal and is adopting a revised Fire Code in 2023. The Community of Kingsland does not have a Fire Marshal or a Fire Code.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
